LANCASTER CITY COUNCIL PROCEEDINGS

The Lancaster City Council met for its Regular Meeting on Wednesday, August 13, 2014, at 7:00 p.m. in the City Hall Meeting Room.  Members present were Mayor, Mike Olson, council members present Jim Hilman, John Stenquist and Mary Barron.  Luke Nordin was absent.

Barron moved to approve the council minutes of the July 9, 2014 regular meeting, seconded by Hilman and carried.   A copy of the Minutes will be posted at the Lancaster City Hall and U.S. Post Office and available upon request to the clerk.

The council reviewed the august 2014 bills presented this night and any other bills that have been paid prior to this meeting to avoid late payments, receive discounts & meet payroll and all payroll expenses as approved in the 2014 Rates, Fees & Appointments Schedule.   Hilman moved to approve the bills, second by Stenquist and carried.  An abstract of bills will be posted with the minutes and are available upon request to the clerk.

Council reviewed budgeting information and the clerk reported that the state LGA distribution for 2015 will be $87,970.00 this is an increase of $1371.00 from the 2014 LGA amount.  Council table setting the budget to the September meeting.

Hilman reported that Mark Hanson has the dredging equipment that could clean around the outlet pipe in the lagoon.  Hanson estimates that the cost would be around $2,000.00.  Zondagh will lease Weleski Improvements large compressor to put air in the sewer line while the dredging is taking place.   This will save the the city at least $10,000.00 compared to the Fergus Power Pump dredging estimate.

Zondagh wanted to know if the interior water cleaning by Macguire Iron should be scheduled for 2015 or if would be delayed to a later date.  The council confirmed that the interior cleaning would be delayed.

Clerk reported that the centennial committee has $5900.00 that it would donate to the city for the installation of a sound system and exterior PA system for the community center.  The total cost of both systems is approximately $10,000.00 and the council wishes to see if the lions and legion are interested in donating to the project.  Olson will contact the lions and the clerk will contact the legion.

Clerk reported that the Kittson County Highway Department has billed the city $572.07 for the installation of new reflective traffic signs on the shared road with Granville Township.  The township and highway department did not inform the city of the expenditure.  Barron moved to allow the payment of the highway department bill, second by Hilman and carried.

Lancaster school requested that the city share the cost of $600.00 for port-a-potties at the sports complex this spring when the water was froze.  Hilman moved that the city pay $300.00 to the Lancaster Public School, second by Stenquist and carried.

Clerk reported that her notary commission expires in January 2015.   The cost to renew and record the 5 year commission is $140.00 plus the cost of obtaining the notary stamp around $30.00.   Hilman moved to renew the commission and pay all costs, second by Barron and carried.

Clerk reported that two people, Mary Barron and Tom Sebenaler have filed for the open positions and that Michael Olson has filed for the Mayor position

Council reviewed the July 2014 City and Liquor Store financial information; daily sales averages for the liquor store.

Hilman reported that Susan Weaver has issues with the drainage around her property and requested that the city clean the draw leading to the river behind her house.  The city doesn’t own the property and this is not an area that they have the authority to clean.  Hilman will discuss the issue with Weaver.

Arlen Nordin has reported that a portion of the sidewalk in front of Family Foods has sunk and has become a trip hazard.   The policy on downtown business sidewalk has been that the landowner and the city share the repair ½ to each.  Hilman moved to allow the city to pay ½ of the repair pending an estimate of the cost to be approved by Stenquist, Barron second and carried.

Council has received complaints regarding the areas that street sweepings are dumped.  Hilman will work with maintenance regarding how to dispose of them.

Council discussed having the county blade level the city side streets and alleys.   Hilman will ask the county blade to do this.

Council discussed a city wide cleanup in advance of the 2015 All School Reunion.   Council members will talk to business owners and residents regarding this.  There will also be an insert placed in water bills in the spring reminding residents and businesses to spruce up their properties for the June Reunion.  Council also discussed getting volunteers to help with the Gazebo and bench refinishing.

Council discussed needing for meet with the Fire Chief, Terry Kukowski, to discuss the fire department budget and implementation of the new fire department policy.  Council directed that a letter be sent to Kukowski requesting his presence at the next council meeting, September 10, 2014 at 8:00 PM.

Being no further business the council adjourned.
