LANCASTER CITY COUNCIL PROCEEDINGS

The Lancaster City Council met for its Regular Meeting on Monday, November 9, 2020, at 7:00 P.M. in the Community Center.  The following persons were present: Mayor Mike Olson; Council members Jim Hilman, Kathy Bernstrom, Faye Potrament and Luke Nordin.

Hilman moved to approve the October 14, 2020 Regular Meeting Minutes, second by Bernstrom and carried.  A copy of the Minutes will be posted at the Lancaster City Hall and U.S. Post Office and available upon request to the clerk.

The council reviewed the November 2020 bills presented this night and any other bills that have been paid prior to this meeting to avoid late payments, receive discounts & meet payroll and all payroll expenses as approved in the 2020 Rates Fees & Appointments Schedule.  Nordin moved to approve the bills along with the Electronic Transfer to Township of Wellesley (for the Rescue Truck) of $50,000.00 and the $50.00 electronic transfer fee, second by Potrament and carried.  An abstract of bills will be posted with the minutes and are available upon request to the clerk.

Clerk reported that a furnace in the Community Center needs a repair that McFarlane Inc., the company that does the semi-annual inspections, has submitted a quote for the repair of $872.00.  Potrament moved to accept the quote of $872.00, second by Hilman and carried.

Council discussed setting the Final 2021 budget and the fact that overall city revenues have decreased due to COVID shutdowns. The budget projection is that the city will use reserves of $ 37,350.00 for debt payments and need a $5,000.00 increase on the overall general levy budget.  Hilman moved to set the Final General Tax Levy at $103,000.00 for an overall General Fund 2021 Budget at $239,100.00 for 2021, second by Potrament and carried.

Council discussed 2021 payroll options.  Hilman moved to not grant any payroll increase, second by Potrament and carried.

Council discussed the 2021 employee health insurance and that the quoted monthly rate has decreased by $13.35/month.  Potrament moved continue to pay $450.00/month of employee health insurance, second by Bernstrom and carried.

Council reviewed $843.21 in COVID Cares Act expenditures for October for PPE and sanitization products.  Bernstrom moved to approve the use of Cares Act funds, second by Potrament and carried.

Hilman moved to allow clerk to transfer balance remaining after any additional Cares Act allowable expenditures through November 15 to Kittson County, second by Bernstrom and carried.

Potrament moved to adopt Resolution 2020-4 Designating Polling Place for City of Lancaster as the Kittson County Courthouse, second by Hilman and carried.

Council also reviewed the October 2020 City and Liquor Store financial information.

Council discussed pricing a liner for the Ice Skating Rink and to see if the lights can be put on a timer.  Olson will check into this.

Council discussed street light in the Lancaster Addition to Lancaster.  Hilman moved to have additional light poles installed, 2nd by Bernstrom and carried.

Council discussed that items not allowed at the compost site are being left there, these items include paint cans, building demolition and remodeling material etc.  Potrament moved to purchase sign and install camera at the site to discourage illegal dumping, second by Bernstrom and carried.

Council discussed ways to safely put up lighting and flags on street light poles.  Olson will look into options.

Clerk asked to change the Election Canvassing Board to November 12, 2020 at 2:00PM from November 19, 2020.  Bernstrom moved to set the Election Canvassing Board for November 12, 2020 at 2:00 PM, second by Potrament and carried

As there was no further business the council adjourned.
