LANCASTER CITY COUNCIL PROCEEDINGS

 The Lancaster City Council met for its Regular Meeting on Wednesday, November 13, 2019, at 7:00 P.M. in the City Hall Meeting Room.  The following persons were present: Acting Mayor Faye Potrament, Council members Jim Hilman, Kathy Bernstrom and Luke Nordin.   Mike Olson was absent.  Also, present Anna Jauhola with the Kittson County Enterprise.

Bernstrom moved to approve the Council minutes of the October 9, 2019 regular meeting minutes, second by Nordin and carried.   A copy of the Minutes will be posted at the Lancaster City Hall and U.S. Post Office and available upon request to the clerk.

The council reviewed the November 2019 bills presented this night; any other bills that have been paid prior to this meeting to avoid late payments, receive discounts & meet payroll and all payroll expenses as approved in the 2019 Rates Fees & Appointments Schedule.  Hilman moved to approve the bills second by Nordin and carried unanimously.  An abstract of bills will be posted with the minutes and are available upon request to the clerk.

Council reviewed the water & sewer rate comparison that the clerk provided and will discuss 2020 water & sewer rates at the December meeting.

Council discussed citywide cleanup for the upcoming 100 Year School Anniversary/Reunion to be held during the June 2020 Heritage Days.  The clerk is directed to draft a letter asking residents and business owners to clean up their properties within the city for review and then insertion into the January water and sewer billing.  Follow up notices will be sent as per the Nuisance Ordinance with a couple of months to properties that are noncompliant with the code.

Council discussed the well at the Dahlman property and note that Paul Dahlman has been given information from Minnesota Department of Health regarding the closure of unused wells.

Council discussed a quote from RPM Soundesign, Portland ND in the amount of $4,167.00 for installation of a wireless projector and projector screen in the community center.  Bernstrom and the clerk will contact various service groups that use the facility and see if there is a need for this and if the groups are willing to help with some of the cost.

Lindsay Groves has submitted her resignation application from the Fire Department effective October 24, 2019.  Hilman moved to accept the resignation, second from Bernstrom and carried.

Council reviewed the 2019-2020 Audit Agreement quote from Gordon Dale, CPA in the amount of $6,050.00 per year.  This is an increase of $250.00 per year over the previous agreement.  Nordin moved to engage Gordon Dale for the 2019 and 2020 Audits, second by Bernstrom and carried.

Council reviewed the 2020 Blue Cross Blue Shield health insurance quote of $569.41 per month for employee on coverage.  This is an increase of $50.78 per month.  Nordin moved to increase the 2020 portion the City pays of employee insurance to $450.00 per month, an increase of $25.00 per month, second by Bernstrom and carried

Bernstrom moved to adopt Resolution 2019-5 Designating Polling Place for City of Lancaster as the Kittson County Courthouse, second by Nordin and carried.

Council also reviewed Council reviewed the October 2019 City and Liquor Store financial information.

Council reviewed the pending items on the To Do List.  Potrament will work on designs for “Welcome to Lancaster” signs to be placed on the North and West edge of town.

Council discussed cleaning needs for the streets and community center during June 2020 School Centennial/Heritage Days.

Lancaster Public School has asked for an appropriation to help buy an industrial treadmill.  The school allows city residents to use the exercise equipment and work out space in the interest of public health.  Hilman moved to appropriate $500.00 to the Lancaster School to help defray the cost of the treadmill, second by Nordin and carried.

Council discussed the proposed safety training sessions for 2020 and directs that Public Works director review the value added training component and make a recommendation as to which items he would like additional training and or procedure reviews of.   The first group training is scheduled for February 12, 2020 in Lancaster.

Fire Chief, Faken, requests that the city hire Patrick Anderson and Ty Diamond as new firemen effective November 1, 2019.  Clerk reported that the background checks have been completed and there are no issues per the Kittson County Sheriff’s Department.  Bernstrom moved to hire Anderson and Diamond effective November 1, 2019, second by Nordin and carried.

Clerk reports that the Kittson County Sheriff’s Department has requested a digital copy of the City Ordinance book and the cost would not exceed $125.00.  Hilman moved to approve the purchase with a not to exceed $125.00 and provide the digital copy to the Sheriff’s Office, second by Bernstrom and carried.

Bernstrom requests that the city approve the Lancaster Lions Bingo Application.  Nordin moved to approve the Lions Bingo Application for up to 4 bingo events, second by Hilman and carried.

As there was no further business the council adjourned.
