LANCASTER CITY COUNCIL PROCEEDINGS

The Lancaster City Council met for its Regular Meeting on Wednesday, March 10, 2021, at 7:00 P.M. in the Community Center.  The following persons were present: Mayor Mike Olson; Council members Faye Potrament and Kathy Bernstrom; absent John Stenquist.  Also, present Anna Jauhola, Kittson County Enterprise.

Bernstrom moved to approve the February 10, 2021 Annual Meeting Minutes, second by Potrament and carried.  A copy of the Minutes will be posted at the Lancaster City Hall and U.S. Post Office and available upon request to the clerk.

The council reviewed the March 2021 bills presented this night and any other bills that have been paid prior to this meeting to avoid late payments, receive discounts & meet payroll and all payroll expenses as approved in the 2021 Rates Fees & Appointments Schedule.  Potrament moved to approve the bills, second by Bernstrom and carried.  An abstract of bills will be posted with the minutes and are available upon request to the clerk.

Potrament moved to allow Donald Burton to delay the revolving loan payment due December 1, 2021 to January 10, 2022 as Burton requested and that on that date the full payment of the loan and interest would be paid, second by Bernstrom and carried.

Bernstrom moved to accept a $5,000.00 donation from the John and Linda Krawchuk Estate to be used for Community Center debt reduction, second by Potrament and carried.

Bernstrom moved to transfer $4,580.00 from the general fund to the Community Center Debt Service Fund, second by Potrament and carried.

Potrament moved to make an extra loan payment of $10,565.00 to the USDA on the Community Center Loan, second to Bernstrom and carried.

Council reviewed the 2021 Township Fire Contracts as has been previously set by the council.

Bernstrom moved to transfer the 2021 Fire Fund allotment of $7,675.21 from the General Fund to the Fire Fund.

Potrament moved to make a $500.00 appropriation to the Kittson County Ambulance Service, second by Bernstrom and carried.

Potrament moved to approve the Liquor Store Bartender job description as requested by the Liquor Store Manager, second by Bernstrom and carried.

Mayor set the Liquor Store inventory for March 28, 2021 at 12:30PM.

Council reviewed the February 2021 City and Liquor Store financial information.

Fire Chief requests to purchase 2 sets of turn out gear and grass pants.  Bernstrom moved to allow the turn out gear and grass pants in an amount not to exceed $5,000.00, second by Potrament and carried.

Mayor Olson reports the Bradley Rice is willing to serve as a council person to fill the empty position.  Potrament moved to appoint Bradley Rice to fill the position until the next General Action, second Bernstrom and carried.

Council discussed the possibility of Ottertail Power taking over the ownership and maintenance of the Central Avenue street lights and poles.

Other items discussed:  Gazebo shingles; Burton fence; old Firehall lighting and repairs; firearm safety training in community center and use of city property for possible rodeo.

As there was no further business the council adjourned.
