LANCASTER CITY COUNCIL PROCEEDINGS   

The Lancaster City Council met for its Regular Meeting on Wednesday, July 10, 2024 at 7:00 P.M.  The following persons were present: Mayor, Mike Olson; Council members: Kathy Bernstrom, Krista Matthew, Teri Halvorson and John Stenquist.  Also present Miranda Peterson, with Kittson County Enterprise.

Bernstrom moved to approve the June 12, 2024 Council Meeting Minutes, second by Matthew and carried.  A copy of the Minutes will be posted at the Lancaster City Hall and U.S. Post Office and available upon request to the clerk.

The council reviewed the July 2024 bills and June 2024 Electronic Fund Transfers and other bills that have been paid prior to this meeting to avoid late payments, receive discounts & meet payroll and all payroll expenses as approved in the 2024 Rates Fees & Appointments Schedule.  Matthew moved to approved bills and EFT’s, second by Halvorson and carried.   An abstract of bills will be posted with the minutes and are available upon request.

Brad Rice and Gary Rice met with the council to discuss extending city water to the property Brad owns on the very north end of Central Avenue.  Zondagh, Public Works director, also attended.  Mayor and Zondagh reported that due to the size of the existing water line and distance to the property the estimated cost could be up to $30,000.00.  Various options for Rice to obtain water were discussed.  Council took no action at this time.

Zondagh reported that damage was done to the city pickup truck when backing up a trailer.  Insurance will pay for all but the $500.00 of the repairs as this is the deductible.  Bernie’s Auto Body quoted a repair cost of $4,069.11.  Stenquist moved to accept the quote of $4,069.11, second by Halvorson and carried.

Carol Johnson, Clerk-Treasurer, submitted letter of intent to retire from city by April 30, 2024.  Halvorson moved to accept the retirement notice, second by Matthew and carried.

Council reviewed the succession plan and timeline and took the following actions:

  1. Council reviewed an updated Clerk-Treasurer job description.  Halvorson moved to accept the job description update, second by Bernstrom and carried.
  2. Council reviewed and made changes to the Clerk Treasurer Ad.  Matthew moved to advertise with Kittson County Enterprise; North Star News; Nothern Watch and by posting for 8 weeks; second by Bernstrom and carried.
  3. Halvorson moved to appoint Olson, Bernstrom and Johnson to the clerk-treasurer application review & interview committee, second by Matthew and carried.   This committee will make recommendations to the council.

Bernstrom moved to set Johnson’s compensation at the rate of  the payroll step system in place 2025 for Clerk-Treasurer; vacation and sick leave prorated per actual hours during pay period; Holiday pay at 8 hours; Health and Life insurance covered at 100% for the period of January 1, 2025 through April 30, 2025 and that any hours worked after April 30, 2025 will be compensate as per the 2025 step system with longevity and no loss of steps, second by Stenquist and carried.

Bernstrom moved to accept the quote for $557.93 from Podco, LLC for a Liquor Store sign and 2 building number signs, second by Matthew and carried.

Bernstrom moved to accept the Lancaster Lions donation of $1,000.00 for Sports Complex improvements, second by Matthew and carried.

Bernstrom moved to make application to the Lancaster Legion #214 in the amount of $2,000.00 for the golf course mower, second by Stenquist and carried.

Council reviewed and discussed the 2025 City Budget.

Council discussed transfer from Liquor Store Fund to the Community Center Debt Payment Fund.  Tabled to August meeting.

Stenquist moved to approve the $19,435.00 Community Center loan payment to USDA, 2nd by Halvorson and carried.

Council reviewed June City and Liquor Store financials.

Stenquist moved to allow paint/stain/epoxy to be purchased for the Highway 59 Park in an amount not to exceed $1500.00, second by Matthew and carried.

Other items discussed:  Frequency of mosquito spraying; City Attorney per hour rate $300.00; Hartz grant; Siren install date; air conditioning for city hall.

Mayor closed the meeting as there was no further business for council.
