LANCASTER CITY COUNCIL PROCEEDINGS

The Lancaster City Council met for its Regular Meeting on Wednesday, February 10, 2016, at 7:00 p.m. in the City Hall Meeting Room.  The following members were present: Olson, Hilman, Nordin and Barron.  Sebenaler was absent.

Hilman moved to approve the council minutes of the January 13, 2016 regular meeting, seconded by Barron and carried.   A copy of the Minutes will be posted at the Lancaster City Hall and U.S. Post Office and available upon request to the clerk.

The council reviewed the February 2016 bills presented this night; any other bills that have been paid prior to this meeting to avoid late payments, receive discounts & meet payroll and all payroll expenses as approved in the 2016 Rates Fees & Appointments Schedule.   Barron moved to approve the bills, second by Hilman and carried.  An abstract of bills will be posted with the minutes and are available upon request to the clerk.

George Zondagh, maintenance, met with the council to request approval to purchase 40 replacement water meters with the cost of approximately $4500.00.  Hilman moved to allow the purchase of the water meters at a cost not to exceed $4500.00, second by Nordin and carried.

Zondagh also discussed the replacement of the mower and would like to wait until a later date to replace the mower.

Council discussed approving the city to invest money with the 4M Fund through the League of Minnesota Cities.  The fund allows wire or electronic transfers and has federally insured investments that would allow the city to increase the interest received on city funds.  Hilman moved to adopt the Resolution Authorizing Membership in the 4M Fund, second by Barron and carried.

Lancaster Lions requests approval of a Bingo Application for the maximum 4 events allowed by MN Gambling Control Board to be held in 2016.  Hilman moved to allow the Bingo Application, second by Nordin and carried.

Leah’s Tourney requests approval of a Bingo Application for the maximum 4 events allowed by MN Gambling Control Board to be held in 2016.  Hilman moved to allow the Bingo Application, second by Nordin and carried.

Clerk gave council the 2015 year end report for the City Revolving Loan Fund.

Kittson County Ambulance requests support for the service it provides to city residents.  Barron moved to make a $100 appropriation to the service and offer the Ambulance free use of the Community Center and Kitchen for a fundraiser, second by Nordin and carried.

Council reviewed the January 2016 City and Liquor Store financial information and daily sales averages for the liquor store.

Council reviewed the 2015 report from Markit Landfill for recycling contamination fines.  The total 2015 fines the city paid for the recycling bins is $598.50.   Council discussed various options to help reduce fines.

Council also discussed that the current cost of having the recycling bins cleaned is $480.00/year plus cost of emptying garbage cans.   Council discuss that maintenance would be able to empty the downtown garbage cans.  Hilman moved to stop paying for Recycling bin cleaning and garbage can empting as of March 1, 2016, second by Nordin and carried.  Hilman will inform the person doing this work of the termination of his service to the city.

Council discussed the status of the property just north of Podco that Podco has expressed interest in expanding to.  Clerk will check with the city attorney regarding the issue.

Council reviewed the MN Department of  Health’s Sanitary Survey Report that is available for public viewing at the city clerk’s office.  The report shows that the water samples taken are within safe drinking standards.

Being no further business the council adjourned.
