LANCASTER CITY COUNCIL PROCEEDINGS

The Lancaster City Council met for its Regular Meeting on Wednesday, August 9, 2017, at 7:00 p.m. in the City Hall Meeting Room.  The following members were present: Olson; Sebenaler, Bowlin and Hilman.  Nordin was absent.

Sebenaler moved to approve the Council minutes of the July 12, 2017 regular meeting second by Bowlin and carried.   A copy of the Minutes will be posted at the Lancaster City Hall and U.S. Post Office and available upon request to the clerk.

The council reviewed the August 2017 bills presented this night; any other bills that have been paid prior to this meeting to avoid late payments, receive discounts & meet payroll and all payroll expenses as approved in the 2017 Rates Fees & Appointments Schedule.  Hilman moved to approve the bills, second by Bowlin and carried unanimously.  An abstract of bills will be posted with the minutes and are available upon request to the clerk.

Nicole Thompson met with the council to request the purchase of property in the Lancaster Addition to Lancaster.    Sebenaler moved to sell Lots 1 and 6 and the East ½ of Lots 2 and 5 Block 4 in the Lancaster Addition to Lancaster to David Thompson and Nicole Thompson for $1,000.00 with the city paying for the deed drafting and deed tax (no abstract will be provided); buyers to pay recording fees, buyers property will be assessed for street improvement and rural water, second by Hilman and carried.

Thompson is also requesting that the council consider abandoning the alley that lies between the front and back lots the Thompson’s are purchasing.   Council discussed the request and noted that the alleys platted in the Lancaster Addition in the back lots of blocks 1, 2, 3 and 4 all have alleys that make the new houses and future houses have building limitations due to zoning laws and that in order to encourage future new housing it would probably be a good idea to abandon these alleys.  Bowlin moved to set a hearing for the Abandonment of the Alleys in Blocks 1, 2, 3 & 4 in the Lancaster Addition to Lancaster, second by Sebenaler and carried.

Podco requests that the city renew the subordination of their collateral to the United Valley Bank.   This would be a 2nd position as executed previously.  Sebenaler moved to approve the subordination to United Valley Bank and allow Mayor and clerk to sign all documents, second by Hilman and carried.

Clerk reports that a Floodplain Board of Adjustment/Appeals should be appointed per the new ordinance.   Sebenaler moved to appoint the Mayor and City Council as the Board of Adjustment/Appeals, second by Bowlin and carried.

Council discussed approving the purchase of 5additional plastic tables at the cost of $410.10 from Lancaster Lumber.  Bowlin moved to approve the purchase of 5 tables, second by Hilman and carried.

2018 budget is tabled to next meeting.

Council reviewed the estimate of $675.00 from Gatheridge Electric to install 3 electric transfer switches in the Community Center for the furnace and lights to be used in case of a power outage with the generator.   Hilman moved to install all 3 transfer switches, second by Sebenaler and carried.

Council also reviewed Council reviewed the July 2017 City and Liquor Store financial information.

Council discussed installing a shade canopy at the sports complex (ball diamonds).  Sebenaler will obtain an estimate of the cost.

Zondagh has receive 1 estimate for concrete in payloader bay but is waiting for additional estimates.

Council discussed garbage/refuse issues and will seek permission from landholder to clean up the area.

Being no further business the council adjourned.
