LANCASTER CITY COUNCIL PROCEEDINGS   

The Lancaster City Council met for its Regular Meeting on Wednesday, May 8, 2024 at 7:00 P.M.  The following persons were present: Mayor, Mike Olson; Council members: Kathy Bernstrom, Krista Matthew, Teri Halvorson and John Stenquist.  Also present Anna Jauhola, Kittson County Enterprise reporter; Gordon Dale, City Auditor.

Dale reviewed the 2023 audit information with the council.  Bernstrom moved to accept the 2023 audit, second by Matthew and carried.

Josh Carr met with the council to review his 2024 mosquito control quote.  Ther is no change in pricing for the 2024 season with City cost at $712.00 and golf course at $397.00; with the combination being $1027.00 per each time.   Stenquist moved to accept the quote, second by Matthew and carried.

Matthew moved to approve the April 10, 2024 Council Meeting Minutes, second by Stenquist and carried.  A copy of the Minutes will be posted at the Lancaster City Hall and U.S. Post Office and available upon request to the clerk.

The council reviewed the May 2024 bills and April 2024 Electronic Fund Transfers and other bills that have been paid prior to this meeting to avoid late payments, receive discounts & meet payroll and all payroll expenses as approved in the 2024 Rates Fees & Appointments Schedule.  Bernstrom moved to approved bills and EFT’s, second by Halvorson and carried.   An abstract of bills will be posted with the minutes and are available upon request.

Bernstrom moved to allow Mayor and Clerk to sign applications to Kittson County to close downtown portion of Central Avenue for Business Association and Liquor Store sponsored events, second by Matthew and carried.

Clerk reported that the city has received notice that the grant application to NW Minnesota Regional Arts Council for a 2024 summer music events has been approved.  Bernstrom moved to accept the $3600.00 grant with a $400.00 match from the city for the entertainment events, the business association is to pay expenses above the $4000.00, second by Halvorson and carried.

Council discussed options for community center hall area additional electrical needs.  Stenquist moved to allow up to $700.00 for this project, second by Halvorson and carried.

Bernstrom moved that the city share ½ the cost of agrilime at the sports complex with the Lancaster School and that a request to the American Legion Post #214 gambling fund be made for $2,500.00 for agrilime; concession building paint and other repairs at the sports complex, second by Matthew and carried.

Council discussed Fire Department building.

Council reviewed April City and Liquor Store financials.

Other items discussed:  Painting exterior of Liquor Store/City Hall; city wide cleanup; 59 park playground & table improvements; gazebo lights; paving of street in repair areas.

Clerk handed out information regarding texting at council meetings and open meeting laws.

Halvorson moved to accept donations from Glenn & Harriet Sanner family in the amounts of $1,000.00 for Fire Fund and $1,000.00 for Community Center Debt Reduction Fund, second by Bernstrom and carried.

Matthew moved to write off the Sandy Olsen $347.00 water & sewer account due to customer’s death and that no one was in residence during the period this debt was incurred; customers account was paid in full prior to death, second by Stenquist and carried.

Bernstrom moved to donate the old city siren; pole and metal tower to the Kittson County Historical Society, second by Halvorson and carried.

Bernstrom moved to approve repairs to the fire department J5 unit in an amount not to exceed $6,500.00, second by Halvorson and carried.

Council discussed ending the 10:00PM whistle no action was taken.

Mayor closed the meeting as there was no further business for council.
