LANCASTER CITY COUNCIL SPECIAL MEETING PROCEEDINGS
The Lancaster City Council met in special session on Thursday, June 11, 2026 at 6:00 PM as Bollig Engineering was here to discuss the city’s Needs Assessment. The following members were present: John Stenquist, Mike Olson, Krista Matthew, and Kevin Grabowska. Also present was Public Works Supervisor, George Zondagh. Kathy Bernstrom was absent. No members from the public were in attendance.
Cade Krueger, along with Marcus Weikert with Bollig Engineering were here to discuss the evaluated portions of the city and how we can work together for the city’s capitol improvement planning over the next few years. Krueger started with discussing the funding possibilities out there as USDA Rural Development was once the main way to go for funding, but it is changing to Public Facilities Authority (PFA) and they are funding communities under 1,000 in population and this is brand new as of last November and it is a great opportunity for Lancaster to get 80% grant money.
Items discussed were; existing drinking water system; (source, storage, distribution);old hydrants; existing sanitary sewer system and current status of each of our four lift stations; current sewer systems in need of televising to get a better look to reveal deep sages, and minor breaks; discussed smoke testing which is a free testing from Rural Water; our Wastewater Ponds and infiltration and inflow; existing storm sewer system; existing street conditions; Televising sanitary sewer systems; future housing development; Preliminary Funding Analysis, city statistics and funding sources.
Requested Council Action
- Consider Task Order #2 for Infrastructure Planning Report and Funding Application
- MRWA-Loan is available; terms/conditions ($5,500 loan issuance fee, rates about 4%)
- Funding Application and Administration Services Task Order is available to the city. Annual fee of $5,000 to pursue funding opportunities on the city’s behalf. Fixed fee of 5% of total funding secured and approved by council.
- Consider Jetting & Televising all clay sewer lines. Televising can be included in MRWA-Loan and potentially reimbursed by PFA as planning cost in the future.
No Task Orders were signed at this time due to the full council not being present. More discussion will be done at our next meeting.
