PROCEEDINGS
The Lancaster City Council met for a special
meeting on Wednesday, December 1, 2010 at 7:00 p.m. in the City
Hall. The following
members were present: Rice, Olson and Stenquest. Absent were Swenson
and Nordin.
The purpose for the special meeting was to
discuss annual contracts with the contracting townships, fire
department and city council.
Rice reported that at this time the Fire fund balance is
$156,721.90 and of that amount approximately $110,000.00 would be
available for the purchase of a fire truck the remaining monies are
held in reserve for fire department use in case of major repairs or
equipment needs. The
group reviewed financial information for the last 3 years. Fire chief, Terry
Kukowski discussed the
approximate cost a replacement fire trucks, new and used. Kukowski and Michael
Peterson reported that they have been applying for FEMA grants for
several years for a fire truck and have a grant application
pending. They should
know if the grant is accepted within the next 3 months. Rice reviewed a proposed
2011 fire contract schedule based on the current fire contract
agreement (there will be small changes to the schedule when the new
Estimated Market Value for 2011 becomes available in February 2011.
The council is
proposing that the current agreement be extended for 2011 through
2013.
Olson moved to allow the fire department to
assemble a request for proposal for a fire pumper truck and bring it
to the council for final approval, second by Stenquist and
carried.
Stenquist moved to establish the next 3 years
of fire contracts as follows: Total 2011 Contract amount
will be $15905.70 (2010 fire contracts total of $15766.95 plus the
average cost of living increase of .88% that Kittson county gave
it’s employees for 2011 ).
The total township base will remain at $3433.00, each of the
8 townships will have a base amount of $400.00 with the exception of
the partial township service contracts for Clow (base $133) and
Hazelton (base $100) for a total base of $3433.00. The remaining $12,472.70
will be divided by each township’s estimated market value on a pro
rata basis with the townships of Clow & Hazelton being based on
the estimated market value of the sections covered by the Lancaster
Fire Department.
Further agreed upon was that the total fire department budget
amount will be increased in 2012 & 2013 by the cost of living
increase that the county gives it’s employees in the years of 2012
through 2013 and the base will remain the same for 2012 and 2013.
