LANCASTER CITY COUNCIL PROCEEDINGS    

The Lancaster City Council met for its Regular Meeting on Wednesday, September 13, 2023 at 7:00 P.M.  The following persons were present: Mayor, Mike Olson; Council members: Kathy Bernstrom, John Stenquist, Krista Matthew and Teri Halvorson.  Also present:  Anna Jauhola, Kittson County Enterprise reporter.

Bernstrom moved to approve the August 13, 2023 Council Meeting Minutes, second by Stenquist and carried.  A copy of the Minutes will be posted at the Lancaster City Hall and U.S. Post Office and available upon request to the clerk.

The council reviewed the September 2023 bills presented and other bills that have been paid prior to this meeting to avoid late payments, receive discounts & meet payroll and all payroll expenses as approved in the 2023 Rates Fees & Appointments Schedule.  Bernstrom moved to approve voiding check #12402 - $19.00 to K. Vasquez and check #12424 - $103.98 to D. Halvorson and reissuing with the current bills, second by Halvorson and carried.   An abstract of bills will be posted with the minutes and are available upon request.

Council tabled 2024 payroll discussion.

Matthew moved to accept $2,000.00 received from Lancaster Legion Gambling for Fire Department Demolition of empty building, second by Stenquist and carried.

Stenquist moved to accept the delinquent garbage accounts submitted by Anderson Sanitation as presented and place the delinquent bills on the 2024 property tax rolls, second by Bernstrom and carried.

David Danielson has requested support from the city in asking the Minnesota DNR to make water quality improvements to the Lake Bronson swim area.  Halvorson moved to have the council sign the letter presented, second by Bernstrom and carried.

Halvorson moved to change the October 2023 council meeting date to October 10, 2023 at 7:00PM from October 11th, second by Bernstrom and carried.

Mayor set liquor store inventory for 6:00AM October 2, 2023.

Council discussed possibly installing security cameras in and by various city structures.  Tabled.

Reviewed August Liquor Store and City financials.

Other items discussed: Liquor Store & City Hall exterior light fixtures; Business Association activities & entertainment requests; clean up activities in 59 Park; Fire Department exploring proposals for new lot; additional outlets on exterior of sports complex lunch facility.

Matthew moved to have outlets installed on the exterior of sports complex lunch facility with cost not to exceed $1,000.00, second by Bernstrom and carried.

Mayor closed the meeting as there was no further business for council.
