LANCASTER CITY COUNCIL PROCEEDINGS

The Lancaster City Council met for its Regular Meeting on Wednesday, September 11, 2019, at 7:00 P.M. in the City Hall Meeting Room.  The following members were present: Mike Olson, Faye Potrament; Jim Hilman, Kathy Bernstrom and Luke Nordin.

Nordin moved to approve the Council minutes of the August 14, 2019 regular meeting second by Bernstrom and carried.   A copy of the Minutes will be posted at the Lancaster City Hall and U.S. Post Office and available upon request to the clerk.

The council discussed the 11 canvas prints installed in the Community Center by the Lancaster Centennial Committee.  The council agreed that the prints would only be removed from the wall by request and that a council person be present at such time.

The council reviewed the September 2019 bills presented this night; any other bills that have been paid prior to this meeting to avoid late payments, receive discounts & meet payroll and all payroll expenses as approved in the 2019 Rates Fees & Appointments Schedule.  Bernstrom moved to approve the bills and the increase in the Liquor Store freezer cost to a total of $2,799.00 paid to Prior Electric, second by Hilman and carried unanimously.  An abstract of bills will be posted with the minutes and are available upon request to the clerk.

Council reviewed a water tower sandblast and repainting quote from Maguire Iron.   Mayor set a Special Meeting with a representative from Maguire Iron for September 25, 2019 at 4:30PM in the City Hall.

Anderson Sanitation has submitted a quote for 2020-2022 garbage pickup with an increase of $4.00 per year per household increase.  Nordin moved to accept the Anderson Sanitation 2020-2022 Quote and allow the Mayor to execute all documents, second by Potrament and carried.

Knife River Materials asphalt replacement at the intersection of  1st Street and Minnesota Avenue increased by $2,109.00 to a total of $10,468.00 due to additional square footage of asphalt needed.  Hilman moved to pay the full amount due of $10,468.00, second by Bernstrom and carried.

Clerk reported that Michael & Megan Lindeman have withdrawn their offer to purchase city property at Alaska Street and Central Avenue.   Potrament moved to rescind the motion to sell the property on January 9, 2019, second by Bernstrom and carried.

Clerk reported that the American Legion Post #214 gambling fund has donated $1,000.00 towards playground equipment for the sports complex.

Council discussed the disrepair of the sidewalk in front of the old creamery area.  Nordin will talk to landowner regarding the shared repair of the area as per the sidewalk ordinance.

Anderson Sanitation presented a list of delinquent garbage bills for the council’s approval to be placed on the tax rolls of the affected properties.  Hilman moved to accept the list as presented and place the delinquent bills on the 2020 property tax rolls, second by Nordin and carried.

Council discussed purchasing additional flower pots for “Welcome to Lancaster” sign on Highway 59 and in the Gazebo Park.  Nordin moved to purchase flower pots with the cost not to exceed $350.00, second by Potrament and carried.

Potrament moved to remove the tree on the city right-of-way that is blocking visibility at the intersection of 2nd Street and Iowa Avenue, second by Bernstrom and carried.

Clerk reported that there is an organizational meeting for the Regional Safety Group September 27, 2019 at 1:00PM in Greenbush, MN, Bernstrom will attend.

Council also reviewed Council reviewed the August 2019 City and Liquor Store financial information.

Council discussed the curb at the intersection of Hawaii Avenue and 1st Street that has sunk.  Bernstrom moved to have Olson get 2 quotes and accept the low quote in order to get the work completed before winter, second by Nordin and carried.

Mayor Olson set the Liquor Store Inventory for September 29, 2019 at 12:30PM.

Council reviewed the information from the USDA Audits regarding the Limited English Proficiency report and the new requirement to have Community Center renters complete a race and ethnicity form.

Council discussed the need for a projection screen.  Clerk will work on acquiring a cost estimate.

Council discussed adopting an Ordinance to Establish Fees for Fire Services.  Clerk will work on a proposed ordinance.

Council discussed that all firemen applications received should have background checks completed and on file for future use.

As there was no further business the council adjourned.
