LANCASTER CITY COUNCIL PROCEEDINGS

The Lancaster City Council met for its Regular Meeting on Tuesday, October 10, 2023 at 7:00 P.M. The following persons were present: Mayor, Mike Olson; Council members: Kathy Bernstrom, Krista Matthew and Teri Halvorson. Absent, Johnson Stenquist. Also present: Anna Jauhola, Kittson County Enterprise reporter.

Bernstrom moved to approve the September 13, 2023 Council Meeting Minutes, second by Matthew and carried. A copy of the Minutes will be posted at the Lancaster City Hall and U.S. Post Office and available upon request to the clerk.

The council reviewed the October 2023 bills presented and other bills that have been paid prior to this meeting to avoid late payments, receive discounts & meet payroll and all payroll expenses as approved in the 2023 Rates Fees & Appointments Schedule. Halvorson moved to approve voiding check #12483 - $1020.00 to A&D Consulting and reissuing with the current bills, second by Bernstrom and carried. An abstract of bills will be posted with the minutes and are available upon request.

Liquor Store Manager, Shannon Bowlin, met with the council to review the Liquor Store 3^rd Quarter Financial statements.

Bernstrom moved to approve the Lancaster Business Association raffle for December 2, 2023 to be held at Lancaster Community Center, second by Halvorson and carried.

Matthew moved to approve the Minnesota Department of Natural Resources $2,500.00 equipment grant with a 50% match of $2,500.00, second by Halvorson and carried.

Clerk reported that 3- $25,000.00 per each certificate of deposit have been purchased at United Valley Bank.

Council discussed the 2024 Public Employees Health Insurance Program quote of $679.64 from Blue Cross Blue Shield HSA Plan a decrease of $ 14.74/month. Halvorson moved to accept the quote of $679/64/month per employee, second by Matthew and carried.

Council discussed housing and rehab grant funds and fire department grants.

Fire Department met with the council to ask for approval to purchase radios in the amount not to exceed $10,000.00. This would be part of the MN DNR grant. Motion Matthew to purchase the radios, second by Bernstrom and carried.

Bernstrom moved to make application to the Lancaster Legion #214 in the amount of $2,500.00 for the fire department radios, second by Matthew and carried.

Council discussed sidewalk replacement in front of United Valley Bank.

Clerk reported that Community Center dishwasher is broke down.

Reviewed September Liquor Store and City financials.

Other items discussed: Community Stage; Gazebo Park water hydrant and exterior paint on liquor store and city hall.

Mayor closed the meeting as there was no further business for council.
