LANCASTER CITY COUNCIL PROCEEDINGS

The Lancaster City Council met for its Regular Meeting on Wednesday, October 10, 2018, at 7:00 P.M. in the City Hall Meeting Room.  The following members were present: Olson, Hilman, Bowlin, Nordin and Peterson.

Bowlin moved to approve the Council minutes of the September 12, 2018 regular meeting second by Hilman and carried.   A copy of the Minutes will be posted at the Lancaster City Hall and U.S. Post Office and available upon request to the clerk.

The council reviewed the October 2018 bills presented this night; any other bills that have been paid prior to this meeting to avoid late payments, receive discounts & meet payroll and all payroll expenses as approved in the 2018 Rates Fees & Appointments Schedule.  Hilman moved to approve the bills, second by Peterson and carried unanimously.  An abstract of bills will be posted with the minutes and are available upon request to the clerk.

Roger Satterlund met with the council to discuss that his daughter, Megan Lindoman, would like to purchase the city lot at the intersection of Alaska and Central Ave. to build a house.   Council discussed that they would like to put reservation in the deed for the drainage ditch that runs through the property and that construction on the house should begin in a prescribed to amount of time.  Clerk will speak to the city attorney regarding these issues.

Zondagh met with the council to discuss cost estimates has obtained quotes of $19,600.00 for a new John Deere lawn mower, the council took no action.  Zondagh obtained quote of $5,845.00 for a Bobcat 12 foot snow pusher for payloader and Olson had obtained a quote for a BMI snow pusher of $3,800.00.  Zondagh stated that a 60 inch broom for the mower would be more useful at estimated cost of $5,000 plus hydraulics.   Bowlin moved purchase a 60 inch John Deere broom and the hydraulics for the mower in an amount not to exceed $6,500.00, second by Nordin and carried.  Zondagh also presented quotes for a 7 foot and 10 foot John Deere rotary cutter for the tractor, council tabled this until more information can be obtained regarding sizing of the mower for the tractor.

Clerk has obtained quote for a double door refrigerator for the community center from Culinex.  Aurora refrigerator is $3,061.40 and Traulsen is $5,033.81.  Bowlin moved to purchase the Aurora refrigerator for $3,061.40, second by Hilman and carried.

Nordin moved to set the Election Canvassing board for November 14, 2018 at 7:05PM during the regular meeting, second by Bowlin and carried.

Clerk reported that the Hearing for placement of unpaid utilities on property tax scheduled for tonight has been cancelled as the amount owed has been paid.

Council discussed the revolving loan fund.  Hanson Manufacturing is currently the only loan recipient not making loan payments.  No action was taken regarding Hanson Manufacturing at this time.

Nordin moved to accept Resolution 2018-7 Designating Polling Place for 2019 as required by law, second by Bowlin and carried.

Council also reviewed Council reviewed the September 2018 City and Liquor Store financial information.

Council discussed selling the portable bar and asked clerk to contact Culinex to see if they could assist with selling the bar.

Peterson and Nordin will review the January through September Bank Statements for the City and Liquor Store.

Council discussed donating the city owned lots on the south side of the practice football field to the Lancaster School.  Olson will speak to the school Superintendent.

Clerk reported that the 4th application for a Sunday Liquor Store event on November, 4, 2018 has been submitted.  The council preapproved up to 4 Sunday Liquor Store events at their January 2018 Annual meeting.

As there was no further business the council adjourned.
