LANCASTER CITY COUNCIL
PROCEEDINGS
The Lancaster City Council met for its
regular meeting on Wednesday, October 12, 2011, at 7:00 p.m. in the
City Hall. The
following members were present: Rice, Olson, Swenson, Stenquist and
Barron.
Ron Jasmer with Widseth, Smith & Nolting,
presented a community center design plan. The council reviewed the
design. Ron will work
on completing the design and meet with the council in late November
to do further review and then submit the design to USDA for
approval.
Barron moved to approve the minutes of the
September 14, 2011 regular meeting, second by Swenson and
carried. A copy
of the Minutes will be posted at the Lancaster City Hall and U.S.
Post Office and available upon request to the clerk.
The council reviewed the October 2011 Bills
to be paid. Stenquist moved to approve the bills for payment, second
by Swenson and carried.
An abstract of bills will be posted with the minutes and are
available upon request to the clerk.
Clerk reported that the grindex pump at lift
station #3 has failed Tom Sebenaler, sewer works director, advises
that the council purchase a new pump at the cost of $2,269.00 rather
than rebuild the old pump at the cost of $1,650.00. Olson moved to purchase the
new pump for $2,269.00, second by Barron and carried.
Clerk also reported that Sebenaler has great
concern with Lift Station #4 (Industrial Park). The pump has processed
185,000 gallons of water in the last quarter. This system was design to
handle approximately 45,000-54000 per quarter. The pump is being
overwhelmed by excess water/sewage on a regular basis and the outlet
line is not designed for this amount of sewage water. Sebenaler reports that this
pump will need to be overhauled or replaced frequently. Rice will schedule a meeting
with sewer works director and end user to discuss the
issue.
Council will review water, sewer and camping
rates for 2012 at the next meeting.
Fire Chief, Terry Kukowski, has informed the
council that the backup 1975 Fire pumper truck is nonoperational and
due to its age and other issues the fire department has determined
that it is not feasible to repair a truck of this age. Kukowski requests that the
council take this unit out of service. Stenquist moved to remove
the 1975 Fire pumper truck from service, second by Olson and
carried.
Clerk reported on the League of MN Cities
regional meeting that she attended. The sign retroreflectivity
implementation rules have been delayed until January 2018. She also gave council
handouts on council meeting procedures.
Merlyn Winters requests a raise for cleaning
recycling bins and garbage cans. The council noted that there
have been recycling bin contamination fines for the last 6
months. At this time
they will delay any raise to see if the contamination problem
declines.
Council discussed the “Welcome to
Lancaster” sign that
they wished to install on the west side of Lancaster. The person who designed and
built the other signs has went out of business. Olson will check with school
shop teacher and see if this is a project that one of his shop
classes would be able to do.
Clerk reported that the Community Center
Savings account balance is $18,972.72 as September 30, 2011. Stenquist reports that the
next work group meeting will be October 19, 2011 at 7:00PM to
discuss fundraising.
Rice and Johnson are directed to look into forms of interim
financing for the construction phase of the building.
Council reviewed the September City and
Liquor Store financial information, Liquor Store Daily sales and
Gambling Monthly receipts.
Swenson reported that the alley behind the
Liquor Store is very rough and needs to be leveled and gravel
placed. Rice will ask
maintenance to take of this and look at other streets that might
need some gravel.
