LANCASTER CITY COUNCIL PROCEEDINGS

The Lancaster City Council met for its Regular Meeting on Wednesday, November 14, 2018, at 7:00 P.M. in the City Hall Meeting Room.  The following members were present: Olson, Hilman, Bowlin, Nordin and Peterson.  Also present, Council Person elect, Kathy Bernstrom.

Bowlin moved to approve the Council minutes of the October 10, 2018 regular meeting second by Peterson and carried.   A copy of the Minutes will be posted at the Lancaster City Hall and U.S. Post Office and available upon request to the clerk.

Mayor Olson convened the canvassing board and the election results were reviewed.  Bowlin moved to accept the 2018 election results, second by Peterson and carried.

The council reviewed the November 2018 bills presented this night; any other bills that have been paid prior to this meeting to avoid late payments, receive discounts & meet payroll and all payroll expenses as approved in the 2018 Rates Fees & Appointments Schedule.  Hilman moved to approve the bills, second by Nordin and carried unanimously.  An abstract of bills will be posted with the minutes and are available upon request to the clerk.

Council reviewed payroll options for 2019 proposed was the removal of the bottom 2 steps of the 12 step system adding 2 steps to the top and granting of 1 step to all eligible employees also reviewed was removing bottom step; adding step to top and granting of 1 step to employees   Also, discussed was removing job classification of Water/waste water nonsupervisory .  Bowlin moved to remove the bottom 2 steps of the 12 step system adding 2 steps to the top and granting of 1 step to all eligible employees and to remove job classification of Water/waste water nonsupervisory, second by Nordin and carried.

Blue Cross Blue Shield notified the city that they employee health insurance rate for 2019 will increase $31.15 per month to $518.63 per month.  The city currently pays $400.00 per month with employees paying the balance.  Hilman moved to increase the amount paid by the city to $425.00 per month with the remaining increase to be paid by the employee, second by Peterson and carried.

Mayor Olson has spoken to the Lancaster Superintendent and reports that the school would accept the donation of the lots bordering the south side of the football practice field.  Council discussed that due to the small size of the lots being donated and lack of water and sewer to the lots that the school would have the best ability to use the lots for public good.  Peterson moved to donate Lots 9, 10, 11 & 12, Block 3 in the First Addition to the City of Lancaster contingent upon acceptance by Lancaster Public School District #356 with all attorney fees to be shared equally by both parties, second by Bowlin with all voting in favor, none voting against.

Council discussed transferring funds from Community Center Savings for the recently purchased community center refrigerator.  Bowlin moved to transfer $3,061.40 from the community center savings to the general fund, second by Peterson and carried.

Council also reviewed Council reviewed the October 2018 City and Liquor Store financial information.

Council discussed reminding owners of long term parked vehicles, trailers and campers to remove them from city streets for snow removal.

Council discussed correspondence from County Administrator, Christensen regarding the defunct Kittson Office of Economic Development Joint Power Agreement regarding dissolving the 5 city and county agreement.  Bowlin moved to accept Resolution 2018-7 terminating Lancaster’s participation in the Kittson Office of Economic Development Joint Power Agreement, second by Nordin with all voting in favor, none voting against.

Megan Przekwas has notified the clerk that she will not be able to do the city flowers and downtown park.  Council discussed dividing the job between other current part time employees.

Bowlin moved to request $1,000.00 from the American Legion Post #214 Gambling fund for Fire Department equipment and turnout gear, second by Nordin and carried.

As there was no further business the council adjourned.
