LANCASTER CITY COUNCIL PROCEEDINGS

The Lancaster City Council met for its Regular Meeting on Wednesday, November 10, 2016, at 7:00 p.m. in the City Hall Meeting Room. The following members were present: Olson, Hilman, Sebenaler and Nordin. Also, present Shannon Bowlin.

Mayor Olson requested that the council appoint Shannon Bowlin to the city council in place of Mary Barron who resigned in September. Hilman moved to appoint Bowlin to the council until the next general election in 2018, second by Nordin and carried.

Canvassing Board could not be held at this time. Hilman moved to reschedule the Canvassing Board for Monday, November 14^th at 4:00PM, second by Sebenaler and carried

Gaye Allen met with the council to discuss renting the Centennial Hall for an antiques; collectibles and handmade items retail store. She is offering to pay all utilities; maintenance and would like to add a propane fireplace. She stated that the business would employee 1-2 people. Sebenaler moved to rent the Centennial Hall to Gaye Allen for 6 months with Allen to pay for all utilities; maintenance and install of propane fireplace and removal; provide renters insurance and liability coverage no less than $250,000.00 and be responsible for damages, second by Hilman and carried.

Nordin moved to approve the council minutes of the October 12, 2016 regular meeting, seconded by Hilman and carried. A copy of the Minutes will be posted at the Lancaster City Hall and U.S. Post Office and available upon request to the clerk.

The council reviewed the November 2016 bills presented this night; any other bills that have been paid prior to this meeting to avoid late payments, receive discounts & meet payroll and all payroll expenses as approved in the 2016 Rates Fees & Appointments Schedule. Sebenaler moved to approve the bills, second by Bowlin and carried. An abstract of bills will be posted with the minutes and are available upon request to the clerk.

Council discussed the cancellation of the employee health insurance and new coverage options. Nordin moved to accept BlueAccess HSA Silver Plan 645 with a $3700.00 deductible total cost of $439.78/month for single coverage; the city to pay $375.00 of the premium and the employee will pay the balance; the city will also withhold after tax HSA contributions from employee’s paycheck in amount elected by employee, second by Bowlin and carried.

Council reviewed prior finances; 2017 budget; future equipment and building needs for township fire contract meeting on November 29^th.

Council reviewed proposed 2% longevity and 11 step payroll system. Hilman moved to adopt an 11 step payroll system for 2017, second by Bowlin and carried.

Bowlin moved to request a donation from the American Legion Post #214 gambling fund for fire department equipment, second by Nordin and carried.

Council discussed Kittson County Zoning hearing regarding variance request for Lancaster residence on 1^st Street to build garage within 11 feet of the street. Sebenaler moved to have Mayor attend the hearing and report that the city recommends no closer than 20 feet of the street, second by Bowlin and carried.

Bowlin moved to issue a 2017 3.2 off-sale liquor license to Bernstrom Oil Company and allow clerk and mayor to sign documents, second by Nordin and carried.

Fire Chief requests the appointment of a new Fireman, Brady Diamond, to fire department. Bowlin moved to approve Diamond as a fireman pending Sheriff’s Department background check, second by Hilman and carried.

Council reviewed the October 2016 City and Liquor Store financial information.

Susan Weaver requests that city look at the drainage area to the east and north of her residence, Sebenaler will review the issues.

Being no further business the council adjourned.
