LANCASTER CITY COUNCIL
PROCEEDINGS
The Lancaster City Council met for its
regular meeting on Wednesday, November 9, 2011, at 7:00 p.m. in the
City Hall. The
following members were present: Rice, Olson, Swenson, Stenquist and
Barron.
Olson moved to approve the minutes of the
October 12, 2011 regular meeting, second by Barron and carried. A copy of the Minutes
will be posted at the Lancaster City Hall and U.S. Post Office and
available upon request to the clerk.
The council reviewed the November 2011 Bills
to be paid. Swenson moved to approve the bills for payment, second
by Stenquist and carried.
An abstract of bills will be posted with the minutes and are
available upon request to the clerk.
Clerk presented a snow removal notice letter
for the council’s approval.
This letter will be sent or hand delivered to indivuals with
items parked in the street that hinder snow removal by the city and
county employees. There
is additional costs to the city if the county plow cannot complete
its job in its first pass through town. Stenquist move to approve
the letter for use this year and in future years, second by Barron
and carried.
Council discussed salaries for 2012 that were
proposed in the budgeting process. Olson moved to raise all
salaries by 3% effective January 1, 2012, second by Stenquist and
carried.
Council discussed campground open and close
dates. Olson will visit
with campground attendant and report back to council with
recommendations.
Council discussed financing options for the
construction phase for the community center project. The only real option is MN
Rural Water’s public financing program. This loan would only be for
the construction phase and then the USDA loan would be perfected and
put in place.
Olson has spoken to the shop teacher at the
school about construction of a “Welcome to Lancaster” sign, he will
get back to Olson.
Council discussed the finalizing the proposed
2012 tax levy. Olson
moved to set as the final levy for 2012 at $68,000.00 second by
Swenson and carried.
Rice reported that he has visited with the
sewer and water works employees regarding the extremely high water
and sewer usage at the 59 Industrial lift station. Rice is waiting to visit
with the sewage pump maintenance person and then will report to the
council with options for the lift station.
Council discussed water, sewer and campground
rates for 2012. Council
also discussed implementing a new sewer rate structure for the 59
industrial park.
Clerk reported that the Community Center
Savings account balance is $19,242.72 as October 31, 2011. Stenquist reported that
various fund raisers are being held at this time. Hartz foundation
has asked for an update by May 31, 2012 on the progress of the
project.
Council reviewed the October City and Liquor
Store financial information, Liquor Store Daily sales and Gambling
Monthly receipts.
Clerk asked for volunteers to review all city
and liquor store bank statements as part of the preparation for the
annual audit. Stenquist
and Barron volunteered and will complete the project.
Council Adjourned as there was no further
council business.
