LANCASTER CITY COUNCIL PROCEEDINGS    

The Lancaster City Council met for its Regular Meeting on Wednesday, June 12, 2024 at 7:00 P.M.  The following persons were present: Mayor, Mike Olson; Council members: Kathy Bernstrom, Krista Matthew, Teri Halvorson and John Stenquist.  Also present Anna Jauhola, Kittson County Enterprise reporter.

Bernstrom moved to approve the May 8, 2024 Council Meeting Minutes, second by Matthew and carried.  A copy of the Minutes will be posted at the Lancaster City Hall and U.S. Post Office and available upon request to the clerk.

The council reviewed the June 2024 bills and May 2024 Electronic Fund Transfers and other bills that have been paid prior to this meeting to avoid late payments, receive discounts & meet payroll and all payroll expenses as approved in the 2024 Rates Fees & Appointments Schedule.  Matthew moved to approved bills and EFT’s, second by Halvorson and carried.   An abstract of bills will be posted with the minutes and are available upon request.

Bernstrom moved to accept the quote $13,500.00 from Agassiz Asphalt for patches on Central Avenue; Minnesota Avenue and 3rd Street, second by Halvorson and carried.

State demographer report shows that the 2023 population estimate is 355 and household estimate is 147.

Stenquist moved to allow 2nd Street from Central Avenue to Wisconsin Avenue to be closed for city and business association 2024 events, second by Matthew and carried.

Patrick Anderson, with Anderson Bros. Construction met with the council to discuss area behind Carson Hewitt’s house that has an old manhole cover with some ground sinkage.  Patrick has looked under the cover and there are no connections to city sewer and storm sewer.  The council did not address the area as it is private property and not part of city infrastructure.

Business Association would like to use non-permanent paint on 2nd Street by the Gazebo Park.  Bernstrom will work with Business Association on this matter.

Halvorson moved to accept Anderson Bros. Construction quote of $6,500.00 for dirt work, stub in sewer and water at fire department building site, second by Matthew and carried.

Mayor set Liquor Store inventory for July 1, 2024 at 7:00AM.

Stenquist moved to purchase mulch for the Gazebo Park not to exceed $200.00, second by Bernstrom and carried.

Council reviewed May City and Liquor Store financials.

Council discussed allowing the MN DNR to establish a habitat monitoring plot in the Highway 59 Park woods.   This is a long-term study.   The plot will be 40x45 meters with markings being placed in the ground at dirt height and metal tags in a few corner trees.  Stenquist moved to allow MN DNR to install the habitat plot, second by Matthew.   Voting in favor:  Stenquist, Matthew and Olson.  Voting against:  Halvorson and Bernstrom.

Matthew moved to purchase paint for the exterior of the Liquor Store & City Hall, second by Bernstrom and carried.

Bernstrom moved to accept the $600.00 quote from Rigg Electric to replace the gazebo lights with 4 LED lights with photo cell, second by Stenquist and carried.

Council discussed parking issues by school on 4th Street.  No action was taken.

Other items discussed:  59 park playground & improvements; addition outside 50 amp power service for food trucks; street sealing.

Bernstrom moved to allow purchase of gravel for streets etc. not to exceed $600.00, second by Matthew and carried.

Mayor closed the meeting as there was no further business for council.
