LANCASTER CITY COUNCIL
PROCEEDINGS
The Lancaster City Council met for its
regular meeting on Wednesday, July 13, 2011, at 7:00 p.m. in the
City Hall. The
following members were present: Rice, Olson and Stenquist. Absent
Swenson and Barron.
Stenquist moved to approve the minutes of the
June 8, 2011 regular meeting, second by Olson and carried. A copy of the Minutes
will be posted at the Lancaster City Hall and U.S. Post Office and
available upon request to the clerk.
The council reviewed the July 2011 Bills to
be paid. Olson moved to approve the bills for payment, second by
Stenquist and carried.
An abstract of bills will be posted with the minutes and are
available upon request to the clerk.
Mayor reported on the June 21,2011 meeting
with MN Department of Employment & Economic Security they have
funded the Community Center Project grant up to the amount of
$403,733.00 this is a
48% share of the construction costs. The money will be available
to the city through December 2014. The council reviewed the
grant agreement. Olson
moved to accept the grant and allow the mayor and clerk to execute
the grant agreement, second by Stenquist and carried. None voting
against.
The clerk reported that the Community Center
Savings account balance is $12,717.50 as June 30, 2011. Stenquist reported that
there will be a Community Center Work Group meeting July 12, 2011,
7:00PM at the city hall with the Architect for the Community Center
Project to discuss design and fixture needs for the Community
Center.
Clerk reported that the cost of heating the
Old Fire Hall for 1 year was $1890.00. Bulk water receipts for 2010
were $994.00.
Maintenance has reported that the building is heated only
because of the access to bulk water and the water pipes are in the
building. Sebenaler
will give the council a cost estimate to insulate and house in the
water pipes so that the water is accessible in the winter months.
Rice has received a request for agrilime at
the sports complex, Olson will work on the request. There have been complaints
that the sports complex is not being cleaned up after softball
games. Olson will
contact the person responsible for the softball team and inform them
that the policy has been that teams using the fields are to clean up
their garbage etc. after each game.
A request from the Kittson County Fairboard
for the fair fireworks show/future carnival was received after the
June meeting, the 2011 fair is already completed. The council tabled the
request to discuss an appropriation for 2012 fair.
Council reviewed the June City and Liquor
Store financial information, Liquor Store Daily sales and Gambling
Monthly receipts.
MN Department of Public Safety water report
was received and no deficiencies were reported.
Council discussed the 2012 budget and
directed the clerk to work on a draft proposal.
Council Adjourned as there was no further
council business.
