LANCASTER CITY COUNCIL PROCEEDINGS    

The Lancaster City Council met for its Regular Meeting on Wednesday, December 11, 2024 at 7:00 P.M.  The following persons were present: Mayor, Mike Olson; Council members: Kathy Bernstrom, Krista Matthew.  Absent Teri Halvorson and John Stenquist.  Also present Anna Jauhola, with Kittson County Enterprise and Janet Johnson.

Matthew moved to approve the November 13, 2024 Council Meeting Minutes, second by Bernstrom and carried.  A copy of the Minutes will be posted at the Lancaster City Hall and U.S. Post Office and available upon request to the clerk.

The council reviewed the December 2024 bills and November 2024 Electronic Fund Transfers and other bills that have been paid prior to this meeting to avoid late payments, receive discounts & meet payroll and all payroll expenses as approved in the 2024 Rates Fees & Appointments Schedule.  Bernstrom moved to approved bills and EFT’s, second by Matthew and carried.   An abstract of bills will be posted with the minutes and are available upon request.

Matthew moved to accept Carol Johnson’s PERA Phased Retirement Option effective March 1, 2025, second by Bernstrom and carried.

Clerk reported that Wikstrom’s accepted the quote of $1,000.00 for mowing their property adjoining the city shop.  Bernstrom moved to allow maintenance to mow for Wikstrom at $1,000.00/year. and to bill annually on each July 1, second by Matthew and carried.

Bernstrom moved to accept the updated Eligibility for Employee Health Insurance Policy that ensures health insurance will start on employee’s start date, second by Matthew and carried.

Matthew moved to have Janet Johnson’s employment start date to January 1, 2025, second by Bernstrom and carried.

Bernstrom moved to approve retroactively the MN Small Cities Development Program Preliminary Application for funds to do repairs to the Senior Housing, second by Matthew and carried.

Matthew moved to allow Mayor & Clerk sign Subordination of Grant Repayment Agreement to Border Bank for Emilio & Kristy Vasquez, second by Bernstrom and carried.

Council discussed 2025 Rates & Fees

Matthew moved to approve the 2024 Council Per Diems as follows:  Olson $1,950.00; Bernstrom $1,500.00; Teri Halvorson $1,500.00; Krista Matthew $1,500.00; John Stenquist $1,300.00; second by Bernstrom and carried.

Bernstrom moved to accept estimates from Progas HVAC for $5,530.00 (air/heat pump for city hall) and $1,850.00 (additional ductwork runs for Liquor Store); second by Matthew and carried.  There will be a $1,200.00 rebate for the heat pump.

Bernstrom moved to make a $2,000.00 application to Legion #214 Gambling for security equipment for Community Center &City Hall, second by Matthew and carried.

Matthew moved to approve the Bernstrom Oil Co. 2025 renewal application for 3.2 Off Sale Liquor license, second by Bernstrom and carried.

Bernstrom moved to allow the 105th All School Reunion committee to place banners on the city electric poles, second by Matthew and carried.

Bernstrom moved to close 2nd street from the east side of Central Ave to the west side of Wisconsin Avenue, second by Matthew and carried.

Matthew moved to accept the 2024 Gordon Dale audit quote of $6,200.00 plus mileage & $800.00  for major programs and allow Mayor and Clerk to execute the audit engagement letter and quote, second by Bernstrom and carried.

Mayor set the Liquor Store inventory for January 2, 2025 at 7:00AM.

Council reviewed November City and Liquor Store financials.

Other items discussed:  water hydrant by ice rink; tarring patch status; payloader forks.

Bernstrom will attend the Kittson County public meeting regarding use of opioid crisis settlement funds on December 17, 2024.

Bernstrom moved to allow clerk to get an estimate for LED replacement of fluorescent lights in community center and city hall, second by Matthew and carried.

Mayor closed the meeting as there was no further business for council.
