LANCASTER CITY COUNCIL PROCEEDINGS
The Lancaster City Council met for its Regular Meeting on Wednesday, August 14, 2024 at 7:00 P.M. The following persons were present: Mayor, Mike Olson; Council members: Kathy Bernstrom, Krista Matthew, Teri Halvorson and John Stenquist. Also present Anna Jauhola, with Kittson County Enterprise.
Kayla Fruth, Bollig Engineering, met with the council to give an update on the Lead Service Line Inventory. The report has been submitted to Minnesota Department of Health. This report can be viewed online at https//maps.un.edu/LSL/. There will be ongoing annual reports and updating of unknowns.
Halvorson moved to approve the July 10, 2024 Council Meeting Minutes, second by Stenquist and carried. A copy of the Minutes will be posted at the Lancaster City Hall and U.S. Post Office and available upon request to the clerk.
The council reviewed the August 2024 bills and July 2024 Electronic Fund Transfers and other bills that have been paid prior to this meeting to avoid late payments, receive discounts & meet payroll and all payroll expenses as approved in the 2024 Rates Fees & Appointments Schedule. Stenquist moved to approved bills and EFT’s, second by Matthew and carried. An abstract of bills will be posted with the minutes and are available upon request.
Council reviewed the proposed 2025 budget. Stenquist moved to accept the 2025 General Fund overall budget of $317,599.00 and set proposed 2025 General Fund Property Tax Levy at $125,000.00, second by Bernstrom and carried.
Halvorson moved to transfer $19,435.00 from the Liquor Store fund to the Community Center Debt Service Fund, second by Matthew and carried.
Bernstrom moved to satisfy and transfer the balance of the 3 Lynette Steyn, Roxane Kulyk & Foxy Roxy Diner’s revolving loans with a total outstanding principal and interest balance of $19,854.46 and to W’s Dinter Loan approved April 10, 2024 and closed on August 5, 2024 by a general ledger entry; second by Halvorson and carried.
Bernstrom moved to allow the Mayor to sign the Satisfaction of Repayment Agreement of Lynette Steyn/Foxy Roxy’s Diner, Small Cities Grant as the grant repayment period has expired; second by Halvorson and carried.
Halvorson moved to not allow the MN DNR to enter city property to do an elk survey, second by Bernstrom and carried.
Council received a request for city/county road closures for the 2025 All School Reunion. No action was taken. Halvorson will visit with affected businesses to gather input
Olson and Matthew will review January-July bank statements.
Council reviewed July City and Liquor Store financials.
Lancaster Business association requested assistance with purchase of tent & tent rental. Bernstrom will visit with Legion Gambling and Business Association on status of stage for events and see if gambling donation can be redesignated for tent. Also received requests for assistance with a mural and bands for 2025 celebration. No action was taken.
Matthew moved to make application to the Lancaster Legion #214 in the amount of $2,000.00 for the Highway 59 Park improvement (restroom/shower house/landscape), second by Bernstrom and carried.
Halvorson moved to accept quote of $31,330.00 from Vig Construction for concrete work and $3,200.00 from Progas HVAC for pex tubing in new fire department building, second by Matthew and carried.
Matthew move to allow concrete to be purchased for the new fire department building not to exceed $35,000.00, second by Stenquist and carried.
Bernstrom moved to accept an anonymous $15,000.00 donation for the new fire department building, second by Matthew and carried.
Other items discussed: Sports complex maintenance issues; new siren; whistle frequency and advertising cost for clerk/treasurer position.
Bernstrom moved to allow Kittson County to be the zoning and licensing authority for the City of Lancaster, second by Halvorson and carried.
Stenquist moved to allow clerk to do loan preparation work with the city attorney for an upcoming request for a loan by Noah & Rustee Weleski to purchase the hardware store, second by Halvorson and carried.
Mayor closed the meeting as there was no further business for council.
